1. PURPOSE:

This Instruction establishes procedures and assigns responsibilities, policies, and guidelines for the implementation and operation of a DE World Wide Web (WWW) information service.


2. APPLICABILITY AND SCOPE:

The provisions of this Instruction apply to all DE organizational elements and DE sponsored contractors.


3. POLICY:

It is DE policy that scientific, technical, educational and informational publications, be disseminated through the DE World Wide Web.


4. BACKGROUND:

This background is extracted from the proposed NASA HQ Guideline for World Wide Web policy:

The Internet is a fundamental tool for NASA science, research and education, as well as an ubiquitous media for global information dissemination and access. NASA fully uses the Internet where feasible, including as a mechanism for making NASA-acquired data resources broadly available to the public.

When information about NASA activities, missions, organizations, publications, etc. is posted on the Internet via NASA "servers" for public access, using World Wide Web, Gopher, or other Internet information service, there must be clear accountability for the contents of the information displayed. Descriptions, images, etc. representing the products of any NASA entity must be accompanied, to the best extent possible, by an identification of the NASA official responsible for that entity.

It is important that information made publicly available over the Internet by NASA personnel be properly supported, maintained, and validated by the cognizant NASA organization, to ensure integrity and authenticity of that information. It is a responsibility of NASA management at any level to ensure that NASA is appropriately represented to the public and to the world on this Information Superhighway.

This accountability is independent of the creative flexibility available to Web designers, and recognizes the rapidly changing technologies and techniques used to implement these Internet information services, including the evolving standards and interfaces for indexing, displaying, and organizing multimedia data.

It is further suggested that Internet-based publications by non-NASA organizations display a disclaimer indicating that their use of NASA material is not official.


5. DEFINITIONS:

These definitions have been extracted from the NASA framework for World Wide Web document. Notice the tree structure defined for Web Home Pages, that there is only one NASA Welcome Page, and that even NASA Center pages are defined as Related Home Pages.

a. Home Page -
That on-line multimedia overview, context, or index page prepared using the Hypertext-Transfer-Protocol (HTTP)-compatible HyperText Markup Language (HTML), and containing built-in cross references (or hyperlinks) to other on-line information. A Home Page can be simple text, or it can contain or point to other media, such as graphics or sound.
b. Welcome Page -
That NASA Home Page that occurs at the very top-level of the NASA Internet information hyperspace, and which contains a list of the available high-level Information Domains (i.e., subject categories), on- line cross-references (or hyperlinks) off to Domain Home Pages for these subject categories, and some instructional information for getting started.
c. Domain Home Page -
That first Home Page linked to by each subject category listed on the NASA Welcome Page. The Domain Home Page provides an overview, context and/or index to that particular subject category, on-line cross-references (or hyperlinks) to specific information covered under that subject category, and instructions (if needed) for continuing down the information tree.
d. Related Home Page -
Any NASA Home Page that is not a Welcome Page or a Domain Home Page. Given the structure of the NASA Web framework, almost all DE Home Pages will be this category.
e. HPages -
A general term to denote a conglomerate of all the types of NASA Home Pages.
f. HTML Document -
That on-line, multimedia file or other on-line entity accessible via the Web that has been prepared using the HyperText Mark- up Language (HTML). (It is important to point out that an on-line "document" may or may not represent an equivalent hardcopy document.)
g. Hypermedia Links -
On-line cross references that jump the reader from one location to another. Links are often depicted in the Web by highlighted words, phrases, or symbols. The highlighting indicates that there is more information pertaining to that word, phrase, or symbol available. A link can point anywhere on the Internet, and many links from many places can point to the same hypermedia. A hyperlink can display text, present pictures, show a movie, or play a song. It is a powerful information device.
h. RPOC -
Responsible Point Of Contact - Person designated to represent the Domain Home Page.
i. Author -
Person who wrote the document and the person to be contacted regarding the content.
j. Curator -
Person responsible for appearance and links of the page and will be maintaining the web page.

6. RESPONSIBILITIES:

a. The Director of Design Engineering is responsible for assigning a person to be the Responsible Point of Contact (RPOC), to manage the World Wide Web DE Home Page program, and for ensuring proper coordination of publication activities within all organizational elements involved.

b. The KSC Webmaster will be requested not to establish links to home pages from NASA/DE or DE Contractors without the concurrence of the DE Webmaster. The KSC Webmaster is responsible for submitting a request to have a link to a Home Page from a NASA Domain Page, or requesting the establishment of a new NASA domain. Under the current framework for NASA Web usage, it is not anticipated that any DE projects would be directly referenced from NASA Domain Pages, but if this should occur, the KSC Webmaster would initiate the request.

c. The DE Webmaster, in consultation with the KSC Webmaster will determine the highest level of reference to the new home page, from the DE Home Page, the KSC Home Page, or NASA Home Page and will ensure establishment of the proper links to the new Home Page. Most Home pages for DE projects will link from the DE Home Page, but some projects may also be referenced under subject matter references on the KSC Home Page.

d. The DE Webmaster will be responsible for making sure that the information and data referenced by a DE Home Page is correct when posted; that the source of information and data is cited, and that all policy guidelines that apply are met before making the link reference. The DE Webmaster will be responsible for maintenance of the DE Domain Home Page and of each Related Home Page descriptive information and links.

e. Division/office chiefs are responsible for:

  1. Ensuring that the coordination, production and distribution of information products within the DE World Wide Web Home Page, adheres to the provisions of KMI 2220.1h.
  2. Determining the level and applicability of scientific and technical information that is submitted for publication to the World Wide Web DE Home Page.
  3. Ensuring that review and control are exercised over the publication of scientific and technical information required for, or resulting from, the activities of their respective organizations.
  4. Ensuring that control adheres to and is consistent with NHB 2200.2, KMI 2220.1H Attachments A..1.& .4, B.1.a & .5,C.1. & .2, and the provisions of this instruction.
  5. Ensuring that the web pages do not include either formal or informal employee resumes.
  6. Auditing the Web pages periodically to certify that the data complies with provisions of this instruction.

f. Home Page originators are responsible for seeing that data is not improperly displayed. Any text or data contained in, or linked to, by DE Domain HPages must reference its originator and/or source together with the date it was created and/or last updated. It is the responsibility of the originator to see that this requirement is met. Some NASA data and information has export or other restrictions. If information to be displayed has copyright or other restrictions, it is the responsibility of the originator to make sure that consent is obtained in writing to use the material, and that the proper guidelines for publication are followed. Origin, source, and date are required for installation of a Home Page.

g. The DE Networks Manager will be responsible for making sure that router access from outside KSC networks to DE machines for purposes of establishing Web servers is not established without an approved DE Web Access Request accompanying the network request access request.


7. PROCEDURES:

a. Each Home Page should be in HTML format. The CAD/CAE group will provide training and assistance in creating the HTML template, if requested.

  1. The names of the author, the Web Curator and the accountable NASA official/organization must appear in the signature line at the bottom of any Web Page presenting NASA-source information. For example:

  2. Each name should contain enough information so the public can contact the Web Curator or the accountable NASA Official. This may be done directly via the identifying signature, via links to expanded details as provided by the X500 KSC Locator (e.g.: full name, title, organization, postal mail address, telephones, etc.).

b. A NASA/DE or NASA/DE sponsored contractor originator wishing to establish a new Home Page will submit a request for establishment to the RPOC of the DE Domain Home Page using Attachment B.

c. After approval of the DE WWW access request, a copy of the completed form will be returned to the requester by the DE Webmaster.

d. A copy of the approved DE WWW access request should be attached to the KSC Access Request Form for requesting web protocol access to the Home Page from outside of KSC. Reference KSC-DL-3572, the Kennedy Space Center Network Handbook.
